the only version that is out right now requires you to be connected to WiFi to use the internet.
You can browse the web yes however you can not use flash so many sites will not look right, you can use your online classes as long as they are not flash based.
it has a office like collection of apps yes

****WARNING****
Shoppers: TomTom's no longer offer FM transmitting of voice instruction but TomTom & its retailers continue to FALSELY ADVERTISE the feature.

Existing TomTom users: if you update firmware above 8.01 you LOSE the feature also. TomTom has disabled this feature for the entire world. Garmin, took a much more logical approach & only disabled it in 2 European countries that ban FM tranmission.

BUY THE GARMIN - better maps and no tricky updates or false advertising.

im in germany and the tomtom doesnt find the satelites...speach is loud but sometimes not clear, so i need to listen real carefully on the navi.

I have this sat nav. Tom Tom XL IQ WE and i have been using it for about 1 month. I have to say that i am very impressed, the screen is large and very clear. The device keeps good lock on the satelites and i have always had a full bar signal. I am in the U.K. and intend to use this satnav when i travel to the continent.

The only cons i have are that you have to have the volume up to 100% as sometimes its a little hard to hear and the touch screen is very very sensitive which ca be frustrating.
